Black cord-lock, also known as a spring toggle, with stainless steel spring.  Can be fitted to draw bottom elastic tight on standard or zipped sleeves (flowerpot cage nets) without the need for knots or bows.  Also used to secure landing platforms etc on butterfly traps.
